Aligning Strategy and Measurement for an Integrated System of Care

Integrated delivery systems require strategic alignment and an appropriate set of measures to effectively structure, monitor and evaluate performance and outcomes. The choice of measures to support strategy are best determined from the outset of a collaborative integration initiative, rather than bolted on later.

The Ontario Hospital Association together with the Institute for Health Policy, Management and Evaluation (IHPME) has co-designed an intensive two-day program that builds on the deep expertise of the two organizations and is designed for leaders of current and prospective Ontario Health Teams (OHTs) including individuals responsible for decision support and quality improvement.

The program begins with an intensive day of learning on January 30, 2020, addressing the following themes:

  • Effective articulation of strategy aligned to support measurement and management
  • Leveraging evaluation frameworks to shape measurement approach
  • Understanding the connection between local-level OHT improvement measures and overarching, provincial metrics and population health indicators
  • Operationalizing strategy through quality improvement, performance reporting and information management
  • Maintaining "good system hygiene" and avoiding over-measurement and indicator fatigue

Then, on March 12, 2020 teams are invited to return and roll-up their sleeves in a workshop where they will apply the learnings relative to their own OHT context and experience.

The programs will be led by core faculty:

  • Dr. Ross Baker – Professor, Institute of Health Policy, Management and Evaluation, University of Toronto
  • Dr. Adalsteinn (Steini) Brown - Dean, Dalla Lana School of Public Health, University of Toronto
