The OHA has been collaborating with the Ministry of Health (Ministry) through the Patient-Based Funding (formerly Health System Funding Reform - HSFR) Governance Structure to improve the predictability of funding allocations and to support hospitals with better forecasting their funding Allocations.
FY 2022/23 Results for GEM Projected Expenses
Similar to the previous year, the Ministry will be turning off the redistribution of funding using Case Mix Index (CMI) for the 2022-23 funding allocation. This decision was based on the Hospital Advisory Committee (HAC) recommendation to use the 2019-2020 GEM results of the Growth and Efficiency Model (GEM) for the 2022-23 fiscal year (FY). Although the Ministry is using the same efficiency results, the volume component will use growth projections to 2022.
FY 2022-23 Expected Unit Cost Results (Formerly "Health-Based Allocation Model (HBAM)"
Ministry has released the FY 2022-23 Preliminary Results to give hospitals the opportunity to understand the provincial GEM projected unit costs. As noted above, HAC recommended removing the redistributive impact of GEM for 2022-23 and the Ministry will confirm funding allocation methodologies for 2022-23 in the short time ahead.

Quality-Based Procedures (QBP)
The Ministry will be using 2019-2020 QBP volumes and CMI for funding allocations in FY 2022-23. This decision was based on HAC's recommendation to freeze CMIs for the 2022-23 funding allocations. The links below provides a resource that helps hospitals with their planning process for FY 2022-23.

Please note that these data are NOT actual funding numbers but are being shared for hospital planning purposes.
These data show the hospital- and QBP-level impact of a status quo CMI update for non-bundled QBPs when used as in previous years. Hospitals may want to consider this context in their own budgeting process. Please note that:
- The 2022-23 funding CMI is set using 2018-19 clinical data and 2019 case mix methodology.
- The CMI values can be found in the hospital's 2021-22 funding workbook and the QBP tab.
- The Ministry is collaborating with Ontario Health/CorHealth to update non-cardiac vascular QBP and spine QBP. Updated CMIs will be shared when they are made available.
