Appointment of MOHLTC Assistant Deputy Ministers (ADMs)

Today, Ron Sapsford, Deputy Minister of Health and Long-Term Care (MOHLTC) announced the appointment of Assistant Deputy Ministers (ADMs) to five of the six new divisions being created as part of the ongoing MOHLTC reorganization.

Appointed are:

        • Adalsteinn (Steini) Brown, ADM, Health System Strategy: The Health System Strategy Division will develop strategy and plans for the overall health care system. In many cases, it will lead cross-Ministry projects and will provide all of the functional support for legislative initiatives and cabinet processes.
        • Maureen Adamson, ADM, Health System Investment and Funding: The Health System Investment and Funding Division will focus on funding investments. It will determine the models and methods for funding the health system and will spend much more effort in understanding the economic impact of MOHLTC decisions on the system.
        • Hugh MacLeod, ADM, Health System Accountability and Performance: The Health System Accountability and Performance Division will define accountability for both the strategy and plans to ensure that they are carried out. It will also be responsible for reporting on activities in the health care system. It will be the focus for stakeholder relationships, and working with the LHINs will determine provincial integration initiatives.
        • Dawn Ogram, ADM, Corporate Support: The Corporate Support division will provide traditional staff functions, but will also be responsible for all direct service programs operated by the MOHLTC and will eventually manage the transaction services of the MOHLTC such as OHIP payments.
        • Dr. Sheela Basrur, ADM, Public Health and Chief Medical Officer of Health: The Public Health Division will not be affected by restructuring at this time. There are a number of reviews on the public health system underway. It would be premature to make decisions about the shape and structure of the Division until major policy decisions are made about the public health system. It is expected that this will happen over the next 12 months.

The position of ADM, Health System Information Management Division remains unfilled, pending an open competition. This division will focus on collecting research and evidence that will form the basis for development of an Information Management strategy.

Also, according to today’s announcement, the position of Transition Team Lead will be filled in the near future.

Steini Brown and Hugh MacLeod will assume their new roles on March 1, 2006. Dawn Ogram’s and Maureen Adamson’s start dates will be announced at a later time because of the need to shift their responsibilities. Dr. Basrur will continue on in her current role, retaining her responsibilities.

John McKinley, Acting ADM, Community Health Division; Mary Kardos-Burton, ADM Acute Services Division; and Dr. Josh Tepper, ADM, Health Human Resources Strategy, will continue with their current roles and areas of responsibility during the transition process. The MOHLTC’s chief information officer, Chris Renaud, from the Human Services I & IT Cluster, will continue with his current role and responsibilities.

On March 1, Alison Pilla's current assignment as Acting ADM of the Integrated Policy and Planning Division will end. According to the announcement, she will return to the division in a senior management role.

The OHA congratulates the new ADMs on their appointments, and looks forward to working with them, and their staffs, in the months and years ahead.
