2007 Public Sector Salary Disclosure

The Ontario Ministry of Finance released its Public Sector Salary Disclosure (PSSD) list, also known as the “Sunshine List,” this morning at approximately 11:30 a.m.

The PSSD is published annually by the Government of Ontario and provides taxpayers with the names, positions and salaries of those in the public and broader public sectors who earned more than $100,000 in salary and benefits during the previous taxation year. Colleges, municipalities, school boards, and hospitals are among the nine sectors included in the PSSD.

According to analysis provided to the Ontario Hospital Association (OHA) by G.P. Murray Research Limited, hospital compensation trends for 2006 show:
        • PSSDA Changes 1996-2006 -- Over the entire eleven-year period in which the PSSDA regime has now been operative, the highest percentage increase in both numbers of employees and total compensation was in the Municipal sector.

          The lowest percentage increase in both numbers of employees and total compensation within the PSSD universe over that entire period was recorded in the Hospital sector.
          - In total numbers of employees on the list, hospitals ranked 9th out of 9 sectors between 1996 and 2006 – less school boards (5th), colleges (2nd), the entities which made up the former Ontario Hydro (3rd) and municipal staff (1st).

          - In terms of percentage increase in total compensation of PSSD employees between 1996-2006, the hospital sector was again 9th in the broader public sector, behind school boards (5th), colleges (3rd), “Ontario Hydro” (4th) and Municipalities (1st).
        • Total Employees on List – 2006 – Approximately 3099 hospital employees were listed on the 2006 PSSD. This figure includes hospital administrators, as well as medical and nursing staff, technologists, pharmacists and paramedics.
        • The median salary for hospital employees on the 2006 PSSD was $123,973.26; the mean salary was $158,978.60.

This independent analysis confirms that compensation levels for Ontario’s hospital leaders continue to be appropriate and reasonable in very competitive national and international labour markets.
